DECLARATION AGAINST TERRORISM

Member countries participating in the Regional Conference on Migration express their distress about the terrorist acts that shook both US society and the international community on September 11, 2001. Members of the Conference condemn terrorism in all its forms and reiterate that terrorism is a scourge against society.

Thus, RCM strongly unites with the international community in their expressions of solidarity, and:

  1. Strongly condemns all terrorist acts committed against the people and the government of the United States of America.
  2. Expresses its deepest condolences to the people and to the government of the United States of America, as well as to other countries from the international community whose citizens also numbered among the victims.
  3. Expresses its support and solidarity with the families of the victims of all nationalities.
  4. Emphasizes that terrorist attacks transcend national borders and represent a threat to all nations in the world.
  5. Commits to addressing the urgent measures included in the resolutions of the General Assembly and the Security Council of the United Nations aimed at preventing, fighting and counteracting terrorist acts, particularly the exchange of information relating to migration and the strengthening of security measures in the issuance of travel documents.
  6. Reaffirms that actions in the fight against terrorism should be undertaken with full respect for human rights and international law, particularly in terms of distinguishing beneficial and positive migrant flows from those individuals and groups pursuing terrorist purposes.
  7. Promotes, within the area of migration, measures contributing to the prevention of terrorist acts and the dismantling of organizations engaged in terrorist activities.
  8. Agrees to increase its efforts toward a greater convergence in the region in terms of visas and migration policies.
